【摘要】:DecentralizedRuralElectrificationSystems(DRES)aredesignedtosupplyelectricpowertositeswhicharenotconnectedtoalargeinterconnectedsystem,oranationalgrid.AsdescribedintheIEC62257-1,thesesystemsinclude:?anelectricalpowerproductionsubsystem;?asecondarygridforsharing/distributingthispower,whenthesystemisacollectiveelectrificationsystem(microgrid);?asubsystemforutilizingthiselectricalpowerasademandsubsystemincludingthein-housewiringanduser'selectricalappliances.Inmanysituations,lightingisthemostexpectedapplicationoftheruralelectrificationprocessandthefirstapplicationthattheusersmayafford.Foragivenlightingperformance,theelectricalcharacteristicsofthelampsmayvary,particularlythepowerfactorandtheharmoniccontent.Onlargegrids,theimpactofthesecharacteristicsisgenerallynotamajorissue.InthecontextoftheelectrificationsystemsconsideredintheIEC62257series,themainapplicationsarelightingandTV.Inthesesmallsystems,thepowerfactorandtheharmoniccontentofthesuppliedapplianceshaveahighimpactonthedesignandthesizingoftheproductionanddistributionsubsystemsaswellasonthequalityoftheserviceprovided.Projectimplementerscannotaffordanover-sizingofanypartofthesystem.Forthisreason,theyhavetomakesurethattheselectedapplianceshavecharacteristicswhichdonotadverselyaffectthecostoftheequipmentnecessarytoprovidethequalityofservicerequiredbytheGeneralSpecificationoftheproject.Somerelevantproductsareavailableonthemarket(highpowerfactorandlowharmoniccontent).Thepurposeofthistechnicalspecificationistohelpprojectimplementerstodiscriminate,inapotentialsourcingpanel,themodelsoflampswhichcouldhavethelowestimpactonthewholesystem(generationanddistributionsubsystems).Thisspecificationdealswithintegralcompactfluorescenttechnologylamps:?powerlessthan60W;?withanEdisonscrewE27orbayonetB22cap;?withnominalvoltagefrom100Vto250Va.c.IEC60969specifiestheperformancerequirementstogetherwiththetestmethodsandconditionsrequiredtoshowcomplianceoftubularfluorescentandothergas-dischargelampswithintegratedmeansforcontrollingstartingandstableoperation(self-ballastedlamps)intendedfordomesticandsimilargenerallightingpurpose.Thisspecificationmustbeconsideredasthereferenceforthemanufacturers.Thistechnicalspecificationproposescomparativeteststhatcouldbeparticularlyusefulforprojectimplementerstotestinlaboratoriesofdevelopingcountriesthecapabilityofproductstobeusedfortheirproject.Thetestscanbeperformedlocally,ascloseaspossibleoftherealsiteoperatingconditions.Thistechnicalspecificationdoesnotcoverotherlamptechnologies(e.g.d.c.lamps,leds,etc)howeversimilarprinciplescanbeusedforsuchcomparativetesting.AdditionallysomerecommendationsaresuggestedinAnnexAinordertoenhancetheperformancesoreffectivenessofthelightingsourcesusingaluminaire.Thisspecificationisnotatypeapprovalstandard.ItisatechnicalspecificationtobeusedasguidelinesanddoesnotreplaceanyexistingIECstandardonlamps.
